Virginia Medicaid Waivers
Medicaid Home & Community-Based Services (HCBS) waivers let eligible Virginians receive long-term services and supports at home or in their communities instead of in institutions.
Who Qualifies
- Meets Virginia Medicaid financial and non-financial eligibility.
- Has a qualifying medical/functional need (e.g., nursing-facility level of care) or a diagnosed developmental disability, depending on the waiver.
- Is a Virginia resident and completes required screenings (LTSS or DD screening).
Virginia Waiver Types
Commonwealth Coordinated Care Plus (CCC Plus) Waiver
For older adults, individuals with physical disabilities, or complex medical needs who meet nursing-facility or specialized-care criteria.
- Typical services: personal care (agency- or consumer-directed), respite, adult day health, private duty nursing, assistive technology, environmental modifications, and more.
- How it works: Complete Medicaid eligibility and a Long-Term Services & Supports (LTSS) screening; enrolled members select covered services and providers.

Developmental Disability (DD) Waivers
For children and adults with a qualifying developmental disability. Slots may be prioritized by urgency of need and can have a waitlist.
- Building Independence (BI): Adults (18+) who can live mostly independently with minimal supports.
- Family & Individual Supports (FIS): Children and adults living with family, friends, or independently who need a range of
- supports.Community Living (CL): Children and adults who need extensive, often 24/7, residential and clinical supports.

How to Apply
- Apply for Medicaid: Online via CommonHelp or by phone with Cover Virginia at 1-855-242-8282 (TTY 1-888-221-1590).
- Get screened: CCC Plus: Ask for a Long-Term Services & Supports (LTSS) screening through your local Department of Social Services. DD Waivers: Contact your local Community Services Board (CSB) for a DD eligibility screening.
- Choose services & providers: If you’re approved, review available waiver services and select providers that meet your needs.

FAQs
Is there a waitlist?
CCC Plus generally does not have a waitlist. DD Waivers (BI, FIS, CL) may have waitlists based on urgency of need.
Agency-Directed vs. Consumer-Directed personal care?
Agency-directed services are staffed and supervised by an agency. Consumer-directed lets the member or their representative recruit, hire, and manage caregivers with support from a fiscal/employer agent.
What services can waivers cover?
Depending on the waiver and individual need: personal care, respite, adult day health, private duty nursing, assistive technology, environmental modifications, supported employment, community engagement, and more (see program fact sheets).
